Putting Solar panels in fields is crazy when we have buildings with surfaces that are not generating electricity. All new builds must have solar panel tiles or panels, permission for ground based solar is suspended and subsidies offered to retrofit existing buildings. All new buildings must be triple glazed and the standards of construction and insulation brought up to the level of the current best in the world. Underground housing should be subsidised.

With a declining population less building would be needed but we should still look to replace old housing with more energy efficient housing stock. A means to tax and restrict second home ownership needs to be found.
